Pressure from the United States government led nearly all states to enact universal helmet laws by the early 1970s. States were required to have helmet laws or risk losing federal funding for highway construction and safety programs. In 1976, states successfully lobbied Congress to remove the ties between helmet laws and federal funding. Currently, many more states have a partial helmet laws that differentiate between motorcycles and low-power cycles such as mopeds and scooters.
