An individual by the name of Henry Martyn Robert worked as in engineering officer in the Army, as explained on the official website. He provided over a public meeting in his community but was not familiar with the process of conducting a public meeting. This meeting made Mr. Robert determined to brush up on parliamentary law. His reviewing this type of law, as well as experiences with his duties in the Army, gave him the incentive to write Robert's Rules of Order in 1876.
