In order to qualify for the United States Department of Housing and Urban Development, or HUD, elderly and low-income housing program, applicants must meet certain citizenship and income requirements. Applications for assistance must be submitted at the public housing authority nearest the applicant.
HUD offers the Housing Choice Vouchers program. The program provides rental assistance to qualified applicants to find affordable, clean and safe housing. To qualify, an applicant must be a U.S. citizen or a legal noncitizen. Legal non-citizens include those who have student or work visas. Another requirement is the applicant's household income cannot exceed 50 percent of the determined median income in that particular area. The median income varies from area to area. The public housing authority for the area sets the income level required.
To prove eligibility, applicants have to submit documentation, such as paycheck records, Social Security cards and birth certificates. Additional information may be requested by the public housing authority. Once the application is approved, the applicant is placed on a waiting list. How long the applicant remains on the waiting list depends on the availability of vouchers in the area. Voucher availability is dependent on the amount of federal funding given to the area. Once the applicant has reached the top of the waiting list, a notice is sent from the public housing authority detailing what the applicant must do next.
