Townships are not found in all states, and their responsibilities vary based on their locations. Special districts have distinct functions. One example is the local school district, which oversees education within a particular geographic location. Municipalities are cities, towns or boroughs that have been identified by their states. Typically, municipalities are run by mayors or city managers.
