J. Edgar Hoover, former director of the FBI, created the "10 Most Wanted" program on March 14, 1950, following a great deal of publicity that resulted from the publishing of a newspaper article the year prior that detailed a list of fugitives the bureau was seeking. To be a candidate for inclusion on the "Most Wanted" list, a person must have a long criminal record or be considered an extreme menace to society and there must be a belief on the part of the FBI that nationwide attention would assist in the location of the fugitive.
