Payouts are made using a "rising tide" method, which means that people who invested the same amount in the scheme will receive the same amount back. Thus, if one person received a 40 percent return on his investment while the scheme was running, that person receives no additional payment until all the other investors have received 40 percent of their investments back. The first wave of repayments went out in 2014, and a second went out in 2015. Because of the "rising tide" method of repayment, some individuals with completed claims did not receive a payment in 2014.
