The Affordable Care Act, also known as Obamacare, does not require insurers to make dental coverage available to adults, but does require insurers to make dental coverage available to children under the age of 19, as of 2015. There is no tax penalty for failure to obtain dental coverage.
Dental coverage is available through the federal health insurance marketplace either as standalone insurance or as part of a health insurance plan. The federal marketplace offers high-premium, low-deductible and low-premium, high-deductible dental plans. Cost assistance is generally not available for dental plans because dental coverage for adults is not considered an essential health benefit.
