Mariano Rajoy was born in 1955 in Santiago de Compostela. He studied law and became a land registrar. Rajoy was elected to a regional deputy for the Popular Party at the age of 26. He climbed through the ranks from of the Anzar governments from 1996 to 2004, serving as Minister of Public Administration, Education and Culture, and the Interior. In 2004, Rajoy was determined to be the leader of the Popular Party, handpicked by José María Aznar himself.
