You can email a question to the V.A. and receive an answer within five working days. You can also search the Question site for frequently asked questions and answers. This way of contacting the VA is available 24 hours a day, 7 days a week worldwide.
When calling the V.A., you can do so from 7 a.m. to 6 p.m. Central Time, Monday through Friday. School Certifying Officials and students can that are calling from outside the U.S. can call from 8 a.m. to 4 p.m. Eastern Time, Monday through Friday. Once you're connected, enter option 1 where you are placed in a priority queue. The V.A. notes that the number to call is not toll-free, but you are routed to the next available representative for priority service.
