Complete a SafeLink application by clicking the Apply Now link on the SafeLink Wireless website. SafeLink provides free cell phones, along with monthly time and data usage, through the federal Lifeline telephone program.
Applicants must provide information for an eligibility determination. Applicants with income below 135 percent of the federal poverty level qualify for the Lifeline program. In 2015, the thresholds in the 48 contiguous U.S. states are $15,890 for a single person and $32,738 for a family of four. In Hawaii, the limits are $18,293 for singles and $37,652 for a family of four. Alaska's limits are $19,872 for singles and $40,932 per family.
Qualification also can be met through participation in federal assistance programs, including Medicaid, the National School Lunch Program, Federal Public House Assistance and the Supplemental Nutrition Assistance Program.
