The Arkansas State Police CHCL stands for concealed handgun carry license. According to Arkansas.gov, this license can be applied for both online and on paper. Once the application is submitted, the applicant must supply a complete and classifiable set of fingerprints and complete the proper training.
An application for a license can take up to four months to process. The time limit can be extended in certain circumstances, including but not limited to: incomplete criminal history, a failure to promptly respond to additional information requests or a failure to submit all the required information. Arkansas.gov states that, as of Aug. 16, 2013, Arkansas now recognizes all concealed handgun carry licenses lawfully issued by another state.
