Since then, the demands on land in New York City and theories about city planning have changed. In 1961, a new zoning resolution came into effect in New York City.
The main features of this zoning resolution included encouraging businesses to provide public open spaces by allowing them to build higher, and a new model for tall office buildings. These were supposed to have large open floors whose size was regulated. Furthermore, the resolution aimed to reduce residential densities around the borders of the city. The factors that previously drove zoning were encroachment of industrial sites on residential areas and population growth.
