To make the dough, mix together 2 3/4 cups flour, 1 teaspoon baking soda and 1/2 teaspoon baking powder in a small bowl, and set aside. Cream together 1 cup softened butter and 1 1/2 cups white sugar in a large bowl. Beat 1 egg and 1 teaspoon vanilla into the butter mix. Gradually blend in the dry ingredients. Slowly add up to 4 tablespoons of buttermilk until dough is moist, but not wet.
Use a teaspoon to scoop dough into balls. Place balls of dough 1 inch apart on an ungreased cookie sheet. Slightly flatten the top of each cookie and brush with buttermilk. Sprinkle each cookie with raw sugar or colored sprinkles. Alternatively, cookies can be rolled in a bowl of sprinkles, then placed on the baking sheet and slightly flattened.
Bake at 375 degrees Fahrenheit for 8 to 10 minutes or until slightly golden. Let cookies cool on the sheet for 2 minutes before removing to a cooling rack.
