Garlic powder is simply dehydrated garlic that has been pounded into a fine powder. It is typically used to provide garlic flavor to a recipe without giving the texture of chopped garlic. Because of this, it tends to be used in marinades since it dissolves well.
Garlic powder can be replaced with other forms of garlic because these substitutes will provide the same garlic taste, although they may have a different texture because of their form. For example, to replace garlic powder with regular garlic cloves, a single clove will substitute 1/8 teaspoon of garlic powder. Four teaspoons of garlic salt will replace 1 teaspoon of garlic powder, although the amount of salt in the recipe should also be reduced by 3 teaspoons of regular salt in this case if possible.
