Preheat the oven to 350 degrees Fahrenheit. Heat 2 tablespoons of cooking oil in a Dutch oven over medium-high heat. Dust the chuck roast with 1 teaspoon of salt and 1/2 teaspoon of pepper. Place the roast in the Dutch oven, and brown on all sides.

Turn the meat so that the fat side is up, and add 2 cups of beef broth, 3 onions cut into quarters, 1 teaspoon of dried thyme and 4 cloves of garlic, finely chopped. Add 2 tablespoons of tomato paste, and stir. Place two bay leaves on top of the roast. For enhanced flavor, add 1/2 cup of red wine. Bring the roast to a simmer on the stove, then cover, transfer to the oven, and roast for three hours.

Remove the roast from the oven, and add 2 pounds each of carrots and potatoes, cut into 1 1/2 inch chunks. Return the roast to the oven, and cook for another hour or until the meat and vegetables are tender. Transfer the roast, potatoes and carrots to a serving platter. Skim off any fat from the pan drippings, and serve the drippings with the roast.
