To prepare this Popeye's dirty rice copycat recipe, mix 1 pound of ground beef and 1/2 cup of finely diced bell peppers in a frying pan, and cook on medium-high heat until the beef has lost its pink color but not completely browned and the peppers soften. Drain the excess grease. Add 1/3 cup of diced green onions, 1/2 teaspoon garlic powder, 1/2 teaspoon celery flakes, 1 teaspoon Creole seasoning and 1/4 teaspoon red pepper. Also add 1/4 teaspoon black pepper, 4 cups of long-grain rice and 1/4 cup of water, adding more water as needed.
Cook the ingredients on medium or medium-low heat until all of the beef is completely cooked and the liquid has all been absorbed. This may take about 25 to 35 minutes, depending on the temperature used and the amount of ingredients. Add more Creole seasoning and red pepper to taste before serving if desired.
