Make the Memphis dry rub by combining 1/4 teaspoon of cayenne pepper in a small bowl with 1 teaspoon of ground cumin. Mix in 2 teaspoons of paprika, 1 teaspoon of dry oregano and 1 teaspoon of sugar. Finish the rub with 1 teaspoon of salt and 25 grinds of fresh black pepper. Store the rub for later use, or use it immediately.
Use the dry rub mix on the ribs before cooking them. Take the membrane off of the bone side of the ribs. Rub 3 tablespoons of vegetable oil on the ribs, completely coating the outsides. Pour the Memphis dry rub onto the ribs, and work it into the ribs in an even layer. Put the ribs on a foil-lined baking sheet in a single layer. Cook them at 300 F for about two hours. The ribs are done when they are juicy and tender on the inside, but crispy on the outside.
