Heat 1 cup of vegetable oil over medium-high heat in a large skillet. Sift 1 cup all-purpose flour and 1 teaspoon each of garlic salt, onion salt, regular salt and paprika together into a large bowl.
Stir in 1/2 cup of water gradually into the mixture until it is a consistency that can be drizzled from a spoon. Adjust the amount of water as necessary. One at a time, dip potato slices into the batter. Place the potatoes into the hot oil without allowing them to touch. Take care to put potatoes into the skillet one at a time to avoid clumping. Mix 1 teaspoon salt, 1/2 teaspoon garlic powder, 1/4 teaspoon paprika, 1/2 teaspoon dried parsley flakes and 2 tablespoons Parmesan cheese in a small bowl. Put the potato slices into a freezer bag, add seasoning mix, and seal the bag. Shake the bag until the slices have absorbed the seasoning mix. Grease a baking sheet, and place the wedges on the sheet, with the skin side facing down. Spray the potatoes with canola oil again. Bake the wedges for 20 to 25 minutes, until the edges are golden brown. Remove the potatoes, and add salt if desired.
