Cream the butter and sugar together in a bowl, then beat in the egg. Next beat in the sour cream and vanilla and set aside. In another bowl, mix together 1 cup of flour, baking powder, baking soda and salt. Combine the dry ingredients with the wet ingredients and stir in the chocolate chips.
Heat the oven to 350 degrees F. Pour the batter into a cooking spray-coated, 8-inch fluted tube pan. In a bowl, combine the remaining flour with the brown sugar, cocoa and butter, aiming for a breadcrumb-like consistency. Add the chopped pecans and spread the mixture evenly over the top of the batter. Bake for between 35 and 40 minutes.
Allow the cake to cool in the pan for 15 minutes, then transfer to a wire rack to cool fully. When the cake is cool, whisk together the confectioners' sugar and milk until smooth. Drizzle this mixture over the cake.
