Bring the water to a boil, add the cauliflower, cover the saucepan, and steam it for about five minutes or until tender.
Remove the cauliflower from the saucepan, and use a potato masher to mash it until only a few chunks remain. Add 1/2 cup of cheddar cheese, 1/2 cup reduced-fat sour cream, 4 ounces of softened reduced-fat cream cheese and 1/4 cup grated Parmesan cheese. Mix the ingredients thoroughly, and spread the mixture in an 8-inch-square casserole dish. Top the mixture with 1/2 cup shredded cheddar cheese, and cover the dish with a lid or aluminum foil.
