The day before you make the cake, make royal icing. Coat a large piece of wax paper with cooking spray, and place it on a cookie sheet. Using a frosting bag and a leaf tip, pipe palm tree leaves on the wax paper, and set them aside to dry.
Buy a cake mix, and mix it according to the directions on the box. Bake the cake in two 9-inch round pans. Spread the top of the first layer with green frosting, and place the second layer on top. Frost the entire cake with green frosting.
Use a leaf tip and a frosting bag to create leaves that seemingly grow up the sides of the cake. Use blue frosting to add a watering hole in the middle of the cake. Surround the blue frosting with additional green foliage.
Push three long pretzel rods into the top of the cake so they stand on their own. Put a dab of green frosting at the top, and attach your royal icing leaves.
Place sugar cookies in the shape of jungle animals on top of your cake. Stand them around the water hole, pushing the bases of the cookies into the frosting to help them stay up.
