Make ham casserole by bringing 2 cups of cubed potatoes, 1 sliced carrot and 2 chopped celery ribs to a boil in 3 cups of water. Reduce the temperature and simmer for 15 minutes, then drain the water. Meanwhile, melt 3 tablespoons of butter in a skillet, and saute 2 cups of cubed fully cooked ham, 2 tablespoons of chopped green pepper and 2 teaspoons of minced onion. Pour the ham and all the vegetables into a baking dish.
Melt 4 more tablespoons of butter in a saucepan, then whisk in 3 tablespoon of flour, 1 1/2 cups of milk, 3/4 teaspoon of salt and 1/8 teaspoon of pepper, and bring the mixture to a boil. Once the mixture thickens, reduce the heat to a simmer, and add in 1 cup of shredded cheddar cheese. Pour the cream sauce over the ham and vegetables, and sprinkle the casserole with 1/2 cup of soft bread crumbs. Bake at 375 degrees Fahrenheit for 25 to 30 minutes.
