To make ground beef shepherd's pie, cook ground beef with onion, carrot, herbs and peas, and spread mashed potatoes over the top before baking. This recipe requires 30 minutes of preparation time and 30 to 35 minutes of baking time. It yields six servings.
Preheat the oven to 375 degrees Fahrenheit. Heat 1 tablespoon vegetable oil in a large skillet over medium-high heat. Add 1 large chopped onion, 1 large carrot, peeled and chopped, and 1 pound ground beef. Cook until the meat is browned and completely cooked. Drain and discard the fat. Add 1 cup of beef broth, 1 tablespoon of tomato paste, 1 teaspoon of chopped rosemary and 1 teaspoon of chopped Italian parsley. Simmer for 10 minutes, then add 1 cup of frozen peas. Transfer the mixture to a 1 1/2-quart baking dish.
Peel and chop 2 pounds of russet potatoes. Boil the potatoes in salted water until soft. Drain the water, and mash the potatoes with 6 tablespoons unsalted butter and 1/2 cup milk. Season with salt and pepper to taste. Using a spatula or fork to spread them, completely cover the meat mixture with mashed potatoes. Bake for 30 to 35 minutes until the mashed potatoes begin to brown.
