To make Award Winning Chili Con Carne, add 4 tablespoons of vegetable oil to a large saucepan. Heat the oil over medium heat. Chop a green bell pepper and a yellow onion. Heat them in the oil until they are softened. Then brown 2 1/2 pounds of lean ground beef in the same pan.
Add two crumbled beef bouillon cubes and 2/3 cup of red wine, and cook through. Next, add two 16-ounce cans of chopped tomatoes with the juice reserved, two cloves of crushed garlic and one 12-ounce can of tomato paste. Incorporate 1 1/2 teaspoons of paprika, 2 1/2 teaspoons of chili powder, 2 1/2 teaspoons of dried basil and 1 teaspoon of cayenne pepper. Sprinkle in 1/2 teaspoon of dried oregano and 2 tablespoons of dried parsley. Salt and pepper to taste.
Bring everything to a boil, and then reduce heat to medium-low, cover, and simmer for an hour and a half, stirring occasionally. Drain a 15-ounce can of kidney beans, and add them to the chili, along with 12 drops of hot pepper sauce. Simmer for half an hour, adding the reserved tomato juice as needed.
Finally, whisk together 3 tablespoons of flour, 3 tablespoons of corn meal and 1/2 cup of water. Stir into chili and cook for 10 minutes.
