To make a blooming onion, cut the onion to form petals, and coat the onion in seasoned flour and a mixture of eggs and milk. Deep fry the onion at 350 degrees Fahrenheit until the batter is golden brown.
To cut the onion, remove the top 1/2 inch of the onion, peel the onion, and place it with the cut side down on a cutting board. Make 4 evenly-spaced cuts around the onion, with each cut located 1/2 inch down from the root end. Make 12 additional evenly-spaced cuts around the onion. Turn the onion over, and separate the pieces to form petals.
In a bowl, whisk together 1 cup of milk, 1 cup of water and 2 eggs. In a separate bowl combine salt, pepper, 2 teaspoons cayenne pepper and 1/2 teaspoon each of oregano, cumin, and thyme. Place the onion in a large bowl, and pour the flour mixture onto the onion. Shake the bowl to ensure flour reaches the areas between the onion petals.
Dip the onion into the egg mixture, and cover the onion with the flour mixture a second time. Deep fry the onion at 350 degrees Fahrenheit for about six minutes or until the batter is golden brown.
