According to the Food Network, cauliflower is best when steamed for five to seven minutes. Three pounds of assorted baby cauliflower should be placed in a steamer basket and set over a saucepan of water until the vegetable is fork tender.
Food Network suggests adding one chopped celery rib, one halved lemon and one halved garlic head to 1 cup of water before steaming the cauliflower over it. A complementary dressing is made from one juiced lemon, 1 teaspoon of minced garlic, 1/4 cup of extra-virgin olive oil, salt and pepper. Food Network advises tossing the steamed cauliflower in the dressing and serving the vegetable dish warm.
