To make the miniature cheesy meat loaves, cook 1/2 cup fresh breadcrumbs in a skillet, stirring often, until toasted. In another skillet, cook 1 cup chopped onion and 2 cloves chopped garlic for three minutes, and combine with the breadcrumbs. Stir in 1/2 cup ketchup, 1/4 cup chopped parsley and 2 tablespoons grated Parmesan cheese. Add 1 tablespoon each prepared horseradish and Dijon mustard. Add 3/4 teaspoon dried oregano and 1/4 teaspoon each salt and pepper along with 3 ounces diced white cheddar cheese.
Combine the seasoning mixture with 1 1/2 pounds ground sirloin and 1 large lightly beaten egg. Shape into six loaves, and place on a lightly greased broiler pan. Spread 2 teaspoons ketchup over each loaf, and bake for 25 minutes.
To make the beef and cheese noodle bake, cook 1 package of elbow macaroni following the package directions, eliminating the salt. Drain and cover pasta lightly with cooking spray. In a Dutch oven, cook 1 cup each chopped onion and shredded carrot with 2 teaspoons bottled minced garlic. Add 1 pound ground sirloin and cook until brown and crumbly. Stir in 1 cup tomato sauce and 1/2 teaspoon each salt and pepper.
Add the pasta and transfer to a baking dish. Cook 1 cup fat-free milk, 2 tablespoons all-purpose flour, 1/8 teaspoon nutmeg and 1/2 teaspoon salt. Add 1/2 cups reduced fat sharp cheddar cheese, stirring until smooth. Pour the sauce over the pasta and bake 20 minutes.
