In a large skillet crumble and brown a pound of ground beef over medium-high heat. Add 1/2 cup of chopped onions and simmer until the onions are clear. Drain the grease and season the mixture with 1 clove of minced garlic, 1/2 teaspoon of ground cumin, 1/4 teaspoon of salt and 1/8 teaspoon of black pepper. Mix in 1 16-ounce can of refried beans and 1 4.5-ounce can of diced green chile peppers, and turn the heat down to low just to keep the skillet warm.
In a saucepan, mix 1 15-ounce can of chili with no beans, 1 10-ounce can of enchilada sauce and 1 10.75-ounce can of condensed tomato soup. Heat thoroughly on medium, and then turn to low to keep warm.
Spoon 1/2 cup of the meat mixture into the center of a warmed 12-inch tortilla on a plate. Top with shredded lettuce and diced tomatoes to taste and roll the tortilla closed.
