To make Roast Beef Tenderloin, soak 1/3 cup of dried porcini mushrooms in 1 cup of warm water for one hour. Drain, reserve the liquid, and set the mushrooms aside. Preheat the oven to 325 degrees Fahrenheit.
Season a tied 2.5-pound trimmed tenderloin roast with salt and pepper. Heat 1 tablespoon of vegetable oil in a large ovenproof skillet over high heat. Cook the beef in the skillet for five to eight minutes per side, until browned. Remove the beef, reduce heat to medium, and add 1 tablespoon of butter, 1/2 cup of sliced shallots and a pinch of salt. Cook for five to seven minutes until shallots are soft.
Add 1/4 cup tarragon vinegar to the skillet, and boil off half of the liquid. Add 1 cup of veal stock, 1/4 cup of heavy cream, 1/2 cup of the reserved mushroom liquid and mushrooms. Sprinkle with salt and pepper, stir, and return beef to the skillet.
Roast the beef for around 45 minutes until it is medium rare. Remove the meat from the skillet, tent it with foil, and bring the remaining pan juices to a boil. Stir in 1 tablespoon of butter, and season with salt, pepper and 1 tablespoon of fresh tarragon.
