Combine 1 1/2 cups flour and 1 tablespoon baking powder. Separately, use an electric mixer to whisk the whites of four eggs until they are frothy. Mix a can of sweetened condensed milk, a can of evaporated milk, 1 cup heavy cream and 3 tablespoons orange liqueur. Pour the milk mixture over the cake, cover the cake, and refrigerate it for at least three hours. Top with whipped cream and cinnamon.
