To cook the penne, bring at least 2 quarts of water and 1 1/2 teaspoons of salt to a boil. Add 2 1/2 cups of pasta to the boiling water. When the pasta starts to soften, stir it to prevent the noodles from sticking together. Pasta should be cooked al dente, which results in a chewy texture.
While the pasta is boiling, cut 1 pound of Italian sausage into 1-inch slices. Slice and halve 1 large onion and slice 1 green pepper. Heat 1 tablespoon of canola oil in a large skillet on medium heat. Saute the Italian sausage, onion and green pepper until the sausage is brown and the vegetables soften.
Into the skillet, add one 14 1/2 ounce can of cut up stewed tomatoes and one 8-ounce can of tomato sauce. Stir in 1 teaspoon garlic powder, 1 teaspoon dried basil, 1 teaspoon dried oregano, 1/2 teaspoon salt, 1/2 teaspoon ground black pepper and 1/4 teaspoon crushed red pepper flakes. Heat the mixture through. Drain the cooked pasta and add to the sauce. Toss the mixture to coat the pasta completely. Optionally, top the dish with grated Parmesan cheese.
