To start, wash and slice five medium red potatoes and set them aside. Halve about eight hot dogs, then cut the halves into small pieces and chop up one small onion. To make the sauce, melt three tablespoons of butter in a small saucepan. Stir in two tablespoons of all-purpose flour, 1 to 1 1/2 teaspoons salt and 1 to 1 1/2 teaspoons pepper until smooth. Then, gradually stir in 1 1/2 cups of milk and bring to a boil. Cook while stirring until thick and bubbly, for about two minutes.
Grease a 2 1/2 quart baking dish and spread 1/3 of the potatoes across the bottom. Top that with 1/2 of the hot dogs and 1/2 of the onion pieces. Repeat layers, then top with remaining potatoes. Pour the sauce over the top, then cover and bake for one hour in a 350 degree Fahrenheit oven. Remove, uncover and sprinkle with 1/3 cup of shredded cheddar. Bake for an additional ten to fifteen minutes or until the potatoes are tender.
