Start the baked macaroni and cheese by cooking 1/2 pound elbow macaroni in a large pot of boiling, salted water until al dente. In another pot, melt 3 tablespoons butter, then stir in 3 tablespoons flour and 1 tablespoon dry mustard. Constantly stir the flour mixture for about five minutes, being sure to avoid any lumps. Add in 3 cups milk, 1/2 cup diced onion, one bay leaf and 1/2 teaspoon paprika. Simmer the ingredients for 10 minutes, then remove the bay leaf.
Add small amounts of the milk mixture to a beaten egg until tempered, then transfer the egg to the pot. Mix in 9 ounces shredded sharp cheddar cheese and season with salt and pepper. Combine the cooked macaroni and the cheese mixture, and move to a 2-quart casserole dish. Top the macaroni and cheese with 3 ounces shredded sharp cheddar cheese and a mixture of 3 tablespoons melted butter and 1 cup panko bread crumbs.
