Preheat the oven to 475 degrees F. Meanwhile, heat a Dutch oven or a heavy pot over high heat. Cook the ground beef until it is no longer pink. Add the onion and garlic and cook for four minutes, or until the onions are softened. Add thyme, ketchup and flour to the ground beef mixture, and stir well until all the ingredients are combined.
Add the frozen vegetables and 1/2 cup of water. Allow the mixture to cook for about three minutes until the vegetables are no longer frozen and the liquid has thickened. Season the mixture with salt and ground pepper. Spoon the beef mixture into a 2-quart baking dish, and spread the mashed potatoes evenly over it. Shredded cheese can be added on top of the mashed potatoes at this point.
Place the baking dish on a baking sheet and then in the oven. Bake the pie for 10 to 15 minutes until the potatoes are slightly browned.
