To make spicy beef chili, brown 1 pound of coarsely ground beef chuck with 1 teaspoon of dried thyme leaves, 1/2 teaspoon of dried sage leaves and 1 minced clove of garlic in a medium soup pot. Once it is browned, remove and drain the beef, and set it aside. In the same pot, heat 2 tablespoons of olive oil, and add 1 chopped medium yellow onion, 2 chopped cloves of garlic, half a chopped shallot, 1 seeded and chopped red bell pepper and half a chopped and seeded jalapeno pepper. Saute the vegetables for about seven to 10 minutes.
Add 1 tablespoon of chili powder, 1/4 teaspoon of cayenne pepper, 1/2 teaspoon of ground chipotle pepper and some salt to taste. Cook and stir until the spices begin sticking to the pan. Add 1 cup of burgundy wine, and cook until the liquid is reduced by approximately one half. Add 1 16-ounce can of crushed tomatoes, and bring to a boil. Stir in 1 16-ounce can of drained and rinsed black beans along with the ground beef, and simmer, partially covered, for about one hour over medium-low heat.
