To make the roasted cauliflower with cheese, position a rack in the middle of the oven and preheat to 375 degrees Fahrenheit. Then arrange a rack for steaming over a large pot of boiling water. Remove the green leaves from the cauliflower and steam on the steamer rack until tender or about 10 minutes. Place in a large bowl. Break apart the cauliflower into large florets and place the florets into a 12x8-inch baking dish in one layer and set aside.
Over medium heat, melt 4 tablespoons of butter in a large saucepan. Turn heat to low, add 1/4 cup flour and 1/8 teaspoon salt and stir until combined or about two minutes. Turn the heat up to medium and add 2 cups of milk, stirring constantly for about five minutes until a sauce forms. Add 1 cup of grated Cheddar cheese and stir until melted. Pour the cheese sauce over the cauliflower, making sure to cover all the florets. Sprinkle the dish with the remaining 1/4 cup of cheese and season with pepper.
