Saute the onions and garlic in the vegetable oil for up to 15 minutes, or until the onions are soft and before they are brown. Add the tomato paste, cider vinegar, honey, Worcestershire sauce, Dijon mustard, soy sauce, hoisin sauce, chili powder, cumin and red pepper flakes, and simmer for 30 minutes.
Pour two thirds of the marinade over the chicken and place for either 3 hours or overnight in the refrigerator.
Heat a charcoal grill with a layer of coals and lay the chicken on it with skin side down. Barbecue for 45 minutes, turning and applying more marinade as necessary. Serve when the chicken juices run clear.
