Tax payers sending payments with their federal returns may mail them to Louisville, Kentucky; San Francisco, California; Charlotte, North Carolina; Cincinnati, Ohio; or Hartford, Connecticut, among other places, notes eFile. Those who aren't sending payments may mail the returns to IRS offices in Austin, Texas; Kansas City, Missouri; or Fresno, California.
