To reset a PayPal account password for an account that has been locked out, the Forgot Password option is an acceptable remedy. First, point a Web browser to PayPal's website located at PayPal.com. This opens the Forgot Your Password prompt, which begins a step-by-step verification process to validate a user's authorization to make account changes and eventually reset the password.
First, the account email address must be entered along with a unique CAPTCHA code. Next, a verification method must be selected in order to confirm that the person making the changes is the account holder. Verification methods include receiving a text message, receiving an email or receiving an automated phone call.
