Comenity Capital Bank manages credit card programs for many retailers, and the U.S. Federal Deposit Insurance Corporation took action against the company for deceptive marketing to its credit card customers. In September 2015, Comenity settled charges that it had violated the Federal Trade Commission Act and agreed to pay a $2 million fine and refund $53 million to its customers. Refunds are scheduled to be made to affected customers in 2016, and no claims need to be filed, explains the settlement website.
