The Internal Revenue Service provides pdf-format instruction booklets for the 1040 series of tax forms for downloading or printing. The Forms & Publications section of the IRS.gov website has current and prior year versions of the forms, schedules and instructions. Some publications are also available in e-book format.
The IRS stopped mailing forms packets and instruction booklets to individual households after 2010. Budget cuts prompted the agency to further reduce the number of booklets printed in 2015, notes the Indianapolis Star. Generally, libraries and post offices had stocked a variety of common forms and their instructions. The IRS is now encouraging taxpayers to go online for the information.
