Having a bank account is not a requirement to apply for the Direct Express card, says Direct Express. Obtaining the card does not involve a credit check or require a minimum balance. To sign up for the Direct Express card, a person can call the toll-free number of the Direct Express card enrollment center or visit the company's official website.
Once a person receives his card in the mail, he can activate the card by calling the Direct Express card customer service department, instructs Direct Express. The requirements for activating the card include the 16-digit card number, the final four digits of the cardholder's Social Security number and his birth date. He must also choose a four-digit personal identification number or PIN.
Direct Express cardholders receive their funds electronically each month through automatic deposits to their Direct Express card accounts rather than getting checks, explains Direct Express.
