Horizon Card Services, the provider of Horizon Outlet credit cards, has received 92 complaints from customers filed with the Better Business Bureau and lacks BBB accreditation, as of March 2015. Horizon Card Services also lacks affiliation with any nationally recognized credit agencies, such as VISA, MasterCard or American Express. The overwhelming majority of complaints against Horizon had to do with billing issues and problems with the service provided by Horizon Card Services. The other portion of complaints centered around advertising and sales issues.

In addition to having multiple complaints on record with the Better Business Burea, the majority of Horizon Gold cardholders who rated a credit line with Horizon Card Services on Credit Karma gave them 1 out of 5 stars. In spite of this, Horizon Card Services received a 2 out of 5 star rating overall due to some positive reviews from a minority of cardholders. The inability of cardholders to use a Horizon Outlet credit card anywhere other than at the Horizon Outlet store serves as the main reason most users do not recommend Horizon Card Services.
