PPO, or "preferred provider organization," plans offer members the ability to choose doctors and other providers without referrals from a primary care physician. PPO plans cover health care that members receive from both in- and out-of-network providers, although in-network care is covered at higher rates. The Medicare Plus Blue PPO plan is offered by Blue Cross Blue Shield Blue Care Network of Michigan. Based on the small number of complaints filed by members and the speed with which the insurance company responds to those complaints, the insurance company rates an A+ rating, says the Better Business Bureau.
