Commerce Insurance Company was founded in Webster, Massachusetts, in 1972. Until 1995, the company only offered insurance within Massachusetts. The company's first expansion effort was its acquisition of Western Pioneer Insurance Company of Pleasanton, California. Following the acquisition, Western Pioneer's name was changed to Commerce West Insurance Company. In 1999, Commerce acquired the Automobile Club Insurance Company of Columbus, Ohio, and renamed it American Commerce Insurance Company.

Commerce has also expanded the original company's scope of operations. In 2001, it began to expand into New Hampshire, and in 2007, it entered the New York insurance market. Despite the company's emphasis on expansion, the majority of Commerce's business remains Massachusetts as of 2015. According to its website, Commerce is the leading provider of homeowners insurance and private automobile insurance in the state of Massachusetts, insuring the vehicles of approximately 25 percent of all Massachusetts residents.

In June 2008, Commerce was acquired by MAPFRE, a global insurance organization and the leading insurer in Spain.
