A nurse who has completed her education and attained a license to practice as registered nurse in a foreign country must complete the CGFNS certification program to be eligible to take the NCLEX-RN exam. All states require this program for licensure.

This program has three components. The first part is a credentials review of the nurse's educational background. The second element is registration and licensure. The third part is an English language proficiency exam. The CGFNS Qualifying exam also meets the examination requirement of VisaScreen at the federal level.

Participants must pay a fee for the program application, re-examination application, and certificate verification letter. A nurse who has lost her original Certification Program CGFNS Certificate must pay a replacement fee.

A nurse who is ready to begin the program can apply online and submit her documents for review. Such documents might include a copy of a secondary school diploma or academic records. In addition, she must upload a passport-sized picture. The nurse must take the CGFNS Qualifying Exam and meet the English language proficiency requirements. She can demonstrate proficiency in English by submitting passing scores from Test of English as a Foreign Language, Internet-Based Test, International English Language Testing System, Test of English as a Foreign Language, Paper-Based Test or Test of English for International Communication.
