People who may be exempt include those who went without coverage for less than 3 months or who were covered during the open enrollment period, notes ObamaCare Facts. Individuals who would have to pay more than 8 percent of their household's income to buy coverage are also exempt, as are households living at or below 138 percent of the federal poverty level.
