An individual ready to open an account at Treasury Direct needs her Social Security number, a U.S. address, a checking or savings account with routing numbers, an e-mail address, and an up-to-date Web browser.

Digital savings bonds provide the same benefits as paper savings bonds, but with additional conveniences such as not worrying about storing or misplacing the paper bonds, being able to purchase bonds at any time, keeping all bonds in one location with easy access to check balances.

Individuals who already hold paper savings bonds can convert them online at any time. As with purchasing savings bonds, an individual must open an account at Treasury Direct. Treasury Direct has a program called the Smart Exchange program, where individuals can complete the process of converting their paper bonds to digital savings bonds.
