To become a notary in Pennsylvania, interested individuals must submit an application provided by the Secretary of the Commonwealth, submit the filing fee, and verify that they are familiar with the duties and responsibilities of a notary. Applicants must also provide proof that a notary public course has been completed.

Register to take the notary public course at least six months prior to submitting an application to become a notary in Pennsylvania. Applicants can find providers of the educational course at the Pennsylvania State Department's website.

Fill out the application provided by the Secretary of the Commonwealth, available at a local state department office or online at the Pennsylvania State Department's website. As of 2014, the application must be endorsed by the applicant's state senator within the district of residence with a letter of reference. Provide payment for the filing fee when submitting the application to become a notary. As of 2014, the fee of $40 must be made payable to the Commonwealth of Pennsylvania.

Complete the self-test available online at the state department's website, and detail verification of good moral character as well as familiarity with the responsibilities and duties of the notary position.
