The ATAAPS is linked to the DCPS and is used as an automated data source to help the organization facilitate payroll effectively. The ATAAPS is stated to be a cost-reducing application that helps government agencies link their payroll data to the secure DISA system at the Defense Enterprise Computing Centers, as of 2015.
Users in the ATAAPS are divided into five categories, each with a different level of authority, including employees, timekeepers, certifiers, system administrators and super users.
